It became known that officials of China shut the largest distributor of tools that were used in malicious Internet attacks.

Three people were arrested as suspects of providing hacking tools online. Such business as Black Hawk Safety Net worked by means of the Web site known as 3800cc.com and got around $1 million in income due to its 12,000 subscribers. The arrests happened in late November.

Why there was a delay in announcing, nobody explained. For the last weeks China run an aggressive public-relations campaign concerning hacking because of discrediting allegations from Google Inc. After the speech of U.S. Secretary of State Hillary Clinton who again raised anxiety about hacking from China, Chinese state media stated that her comments were hypocritical.

Black Hawk was described according to some reports as a hacking “training,” that is regarded as euphemism that sells malicious software. According to Xinhua, the site assisted to distribute a computer virus in 2007.

At present two people were arrested, i.e. 29-year-old Li Qiang and 28-year-old Zhang Lei. They are considered to be founders of Black Hawk Safety Net.

Chinese hackers said that such programs are targeted at breaking into Internet-connected computers and can be found on Chinese-language sites which are situated outside the country.
